“Arpaio was guilty of doing what he did. He knew it, the judge knew it, the sheriff knew it,” Schumer told reporters, pointing out that Arpaio was convicted of the misdemeanor. “So to the Congress and to the American people, it doesn’t have the appearance of a full pardon. It’s not full in terms of how Congress passes laws. And it’s not full in terms of how you prosecute crimes.

“I think it’s one of the more important issues we’ll have to deal with in this Congress,” the senator added.

Schumer’s comments came after President Donald Trump on Tuesday night announced he would pardon former Maricopa County, Ariz., sheriff Joe Arpaio. Trump pardoned Arpaio despite the recommendation of the Department of Justice (DOJ) that he should not.

John Cohen, the acting U.S. attorney for the District of Columbia, concluded in a letter to Trump in October that Arpaio was not eligible for a full pardon because he had lost his law enforcement certification and could no longer hold office.

“I wouldn’t do one if I thought he wasn’t entitled to one,” Schumer said, referring to the recommendation.
